July 2025 Bayview Estates Community Board Meeting Minutes

Date: Monday, July 8, 2024 @ 7:00 pm

Location: Havre de Grace Police Dept. 715 Pennington Avenue, HdG

Attendees: Alan Samuels, Christopher Ward, Paula Brunell, Elisa

Cuapio, Jennifer Thomas, Bob Schwartz, Jackie Baker,

Tyre Jay, Cindy Irizarry

Quorum established and meeting was called to order at 7

pm by Chris Ward, President.

• Attendees reviewed the Minutes of the 5/22/2024 meeting.

  • A Motion was made by Alan to approve the minutes

  • Motion to approve seconded by Tyre Jay.

  • Minutes were approved.
    

• The attendees reviewed the Agenda for the meeting and Chris gave the

  floor to Bob Schwartz to review his SW pond findings with the group.
  

• Bob was given 30 minutes for his presentation. Bob read and

  presentation documentation to the group, discussions and questions

  were posed by various members and further discussion was had.
  

• There was discussion regarding past work performed by SBC and

  current overlap in scope of work being performed by QualityOne.
  

• Chris bought up the subject of an audit and it was discussed further by

  the members. Some members stated they see no need although

  others did.
  

• Questions were posed as to cost of audit and reasons for

  audit. There was no accord on this subject and remains a need for

  future discussion.
  

• Chris reported on the progress of the SW ponds project and the

  pending confirmation from the City of HdG.

  
  

• Jennifer made a Motion to Reinstate Bob Schwartz as Pond

  Chairperson.

  • Cindy seconded the Motion and a vote of 5 “yes” and 4

    “no”. The meeting discussion became heated and Bob left the meeting at approximately 8pm. Shortly thereafter, Tyre left the meeting.

• The remaining attendees continued to discussed matters set forth in

  the Agenda.

  
  

• Discussion regarding changing the due date for yearly association

  dues to September 30th of each year.

  
  

• Discussion to establish next board meeting date; agreed to July 29,

  2024; 7-9 pm at HdG Police Dept. conference room.
  

• Motion to adjourn; meeting was adjourned at 9:22 pm.
