Overview

The 1st Community Board meeting conducted under updated By-laws, conducted using Robert’s Rules of Order (12th edition), held in the Havre de Grace Police Centre Conference Room. We will establish goals for the coming term and a plan to implement them.


Old Business (7:00 pm to 7:30 pm)

  1. Meeting called to order at 7 pm

  2. Welcome and installation of new Community Board members.

  3. Review/Approve Minutes for the 22 April meeting. Minutes now being regularly posted on the Info.HOA portal for Homeowner accessibility.

  4. Review/Approve Minutes for the 31 May community meeting

  5. Review Annual Meeting 

    1. Do we need a larger meeting space? 

    2.  date for 2026 meeting (proposed Saturday 30 May at 11 am)

    3. Discuss ways to improve voting procedure


New Business (7:30 pm- 8:45 pm)

  1. Second quarter financial status update 

    • Review 2025 at the end of the first half of the year for: 

      1. real cost vs. budget

      2. Any budget amendments needed?

      3. Begin setting parameters for ‘26 Budget

    • Collections

      1. Re-authorize Chris & Cindy as Collections team

      2. Review homeowners in arrears

      3. Vote to begin legal enforcement of collections (review new by-laws/R&R’s for new procedure) Discuss how best to communicate with homeowners in arrears to facilitate payments

  2. Set Goals for 2025-26 term

    • Compliance- VP is chair, we need two board members to serve on the committee

      1. 213 Heather Way project questions

      2. Discussion of next steps in enforcement of rules and regulations

    • Management Relationship 

      1. Motion- Termination of HPS contract

      2. Motion- Accept Harford Accounting’s bid to handle AP/AR

      3. Motion- Authorize President as Property Manager

      4. Motion- Authorize Elisa as BVE web master

      5. Motion- New General Counsel Attorney

    • New Website

    • Storm water ponds 

      1. Mosquito issue

      2. Vegetation control

      3. Pipe replacement (City/BVE liability)

    • Common areas/Community Park renewal (see addendum I.)

  3. Plan third/fourth quarters calendar

    • Clean up day- name committee chair

    • Second Assessment billing

    • Halloween party at Community Park- set date

    • Board Christmas Party?

  4. Motions from the floor

  5. Open meeting for homeowner input/concerns
